Adds 39 enemy outposts around the map. Inspired by MGSV.

I’ve noticed that whilst RDR2 has good combat, the game only ever gives you a small handful opportunities to engage in it whilst out in the open world.
This mod aims to increase enemy presence through out the game, by adding multiple outposts to each state.
